Parkes Shire is located on the western edge of the Great Dividing Range in central New South Wales. Parkes is best known for its CSIRO Parkes Radio Telescope which has become a popular attraction for travellers touring rural Australia.
The Parkes Regional University Study Centre (RUSC) is a study space equipped with laptops and Charles Sturt University (CSU) connectivity and is located on the TAFE Western Parkes Campus. At this location important academic support is provided to students enrolled in CSU and TAFE delivery courses.
The RUSC in Parkes is an innovative way of bringing higher education to Parkes and the Central West through a partnership between CSU, TAFE Western, and the Parkes Shire Council.
The RUSC in Parkes supports local awareness and opportunities to engage with higher education, promotes pathways, and increases skills and lifelong learning opportunities within the local community. It also supports transitioning and current CSU students by offering face-to-face academic support to local distance education students.

The idea of establishing a Study Centre in Parkes was first floated the 1990s and, in 2004, the Western Research Institute (WRI) report was commissioned to determine the feasibility of the project, but results were inconclusive.
In early 2009, a chance meeting between Parkes Shire Mayor Cr Ken Keith and CSU’s then Deputy Vice-Chancellor (Academic), Professor Ross Chambers led to recommissioning the WRI to update the report and deliver an action plan to develop and promote higher education in the Parkes Shire.
This plan led to the signing of a Memorandum of Understanding between Parkes Shire Council, TAFE Western and CSU in 2010, with the goal of actively participating and cooperating to develop opportunities for higher education for Parkes and the Central West, and the RUSC in Parkes was formally established in 2011.
