Why is this transfer occurring?
The transfer of the Orange campus - the University of Sydney 's only campus outside greater metropolitan Sydney - to Charles Sturt University offers increased educational opportunities for the region and allows each institution to concentrate on areas of greatest strength. The transfer consolidates CSU's tertiary presence in regional NSW in line with the CSU University Act which mandates that the University meets the needs of the communities of central, western and south western NSW. The move allows CSU to offer increased student opportunities in areas of high regional need, including nursing and pharmacy.
When will the transfer of the Orange campus take place?
1 January 2005 (This is an operational handover pending legislative sign-off on this transfer.)
When will the transfer be completed?
Awaiting NSW Government legislative approval the full legal transfer should be completed by 30 June 2006.
What will happen to staff on the Orange campus?
A Deed of Agreement has been negotiated between the University of Sydney, Charles Sturt University, NationalTertiary Education Industry Union and the Community and Public Sector Union which stipulates interim staffing arrangements from 1 January 2005.
How will new staff at Orange be affected by the transition?
New staff appointed to the Orange campus from 1 January 2005 are employed under the relevant CSU enterprise agreement. They are attached to the relevant Division/Faculty within CSU structures.
Who is managing the Orange campus during the interim period?
The administration and operation of the Orange campus will be managed by CSU on behalf of the University of Sydney .
How will CSU manage the Orange campus from 1 January 2005 ?
CSU's Executive staff will work closely with senior staff at the Orange campus to ensure that the transfer and transitional arrangements for the campus are managed so that there is minimum disruption to staff and students. Until the enactment of legislation, reporting lines to supervisors will be unchanged for University of Sydney staff. CSU supervisors and senior staff will liaise with supervisors at Orange on administrative and operational matters and about any changes to duties that might be required.
How will the transfer be executed?
CSU has completed an extensive due diligence process in the lead-up to the transfer of the Orange campus. This due diligence has examined staffing, infrastructure, information technology and financial issues associated with the transfer of the campus. It is proposed that the transfer will be formally transacted through legislation in the NSW Parliament and supported by contractual arrangements between the universities.
What is the role of the Implementation Committee?
The Orange Implementation Consultative Committee provides a forum for consultation between nominated delegates from University of Sydney and Charles Sturt University , National Tertiary Education Industry Union and the Community and Public Sector Union , students and staff. The committee will provide regular reports and recommendations to staff on progress being made with the transfer and implementation processes. What review processes of Orange campus staffing and courses will take place?
The CSU Deputy Vice-Chancellor (Academic) is managing a review of staffing and the course profile at Orange as stipulated in the Staffing Deed. This review will ensure that appropriate support is provided to continuing students, determine a course profile for 2006 and staff allocation at Orange within CSU's organisational structure.
What will happen to research on the Orange campus?
CSU and the University of Sydney are committed to the development of collaborative research opportunities involving the staff at Orange . There is already strong industry support for research at the Orange campus with enhanced opportunities through involvement with key researchers from CSU. The Pro Vice-Chancellor (Research and Graduate Training) will manage transitional issues for research at Orange.
Will library and IT resources be maintained on the Orange campus?
Yes. To ensure a smooth transition, CSU's Executive Director, Division of Library Services, Shirley Oakley and Executive Director, Division of Information Technology, Mike Rebbechi have been involved in the negotiations for the transfer of the campus. There will be no reduction in the services provided to students at the Orange campus. They will have access to the library resources at the campus as well as those resources at CSU's four other campuses including CSU's online suite of services to students.
