Mobile Telephone Policy for Charles Sturt University
This policy provides details in relation to the purchase, use and charging of Mobile Telephones used by staff within Charles Sturt University.
Scope
This document covers the categories of mobile phones and the purchasing procedure.
Objectives
The objectives of this policy are to ensure that prospective purchasers are aware of the University’s requirements for the purchase of mobile phones.

Method: Categories
Mobile phones shall be designated to be of one of two categories
Category A
- Mobile phones with UNRESTRICTED access
Purchase of phones for this category are subject to approval by the Vice Chancellor who would normally approve applications from all Primary Cost Centre Managers.
Unrestricted phones are able to make and receive calls without any limitations. International access is normally NOT provided by default but is arranged on an ‘as required’ basis
Category B
- Mobile phones with RESTRICTED access.
Purchase of phones for this category are subject to approval by Primary cost centre managers.
Phones purchased for this category will be pre-programmed with All University numbers and other designated numbers supplied by the user’s manager[1]. Users of this category of phone will be able to make calls ONLY to these pre-programmed numbers and to receive calls.
Purchasing Procedure
- Decide on which Category phone is required
- Obtain permission from relevant authority in writing (See category A or B)
- Contact the Division of Information Technology for equipment information
- Decide on appropriate phone and accessories
- Contact DIT and provide approval
- If phone is restricted, provide details of nominated numbers.
- DIT. will supply phone to user.
Service Connections
Currently the University has an agreement with Telstra who provide substantial discounts for rental and call charges. Accordingly, all phones MUST be connected to Telstra under the NSW Government Rate Plan. This will be done by DIT on your behalf.
Pre-paid Mobile phones are not an available option for CSU Staff.
Billing
The University receives a consolidated account for all mobile phones each month. The account is paid by the University and recoveries from each cost centre made accordingly.
A copy of each phone’s calling details is forwarded to the user.
Definitions
Mobile Phone - Digital Cellular Mobile or CDMA phone service
Unrestricted access - Call access allowing the user to initiate calls locally, nationally and internationally, when activated, and to receive calls.
Restricted access - Call access allowing the user to initiate calls to a restricted set of numbers ) and to receive calls.
Primary Cost Centre Manager - As defined in the Administrative Manual Section E1 ‘Financial Delegations’ Typically Deans, Executive Directors, Principals, Pro Vice Chancellor(s), Deputy Vice Chancellor(s), Vice Chancellor.
Choosing a Mobile Phone
- Currently the University supplies Digital GSM Mobile phones and CDMA Mobile Phones
- Other Brands are not normally supplied and require special approval for this.
- Additional items such vibrating batteries, data kits and fast chargers can also be supplied by DIT.
- Installation of car kits can be organised through local service agents know by the Division of Information Technology.

[1] The Division would expect that approximately ten pre-defined numbers would be considered acceptable, however this limit is flexible and would be reviewed in light of the individual’s needs. However, large number ranges would not be considered acceptable.
