Graduate Certificate in University Leadership and Management
The Graduate Certificate in University Leadership and Management (GCULM) is offered to consolidate the University's support for leadership and management development. The Faculty of Business offers this postgraduate program, in partnership with the Division of Human Resources, providing CSU staff members the opportunity to extend their understanding of leadership and management practice, and the higher education context in which they work.
The Graduate Certificate in University Leadership and Management is designed for CSU staff who are committed to further developing their leadership skills and knowledge and increasing their participation and effectiveness as current or future leaders within CSU. The program will focus on developing and exercising their leadership in a broader arena. For further information about the program, please see the relevant sections below.
Overview of Study
The GCULM program:
- will be delivered over Trimesters 2 & 3 by distance education
- is comprised of two 16 point subjects with one subject studied per session
- involves attendance at one residential school for each subject. These are a compulsory element of the program.
The program subjects are:
ULM511: University Approaches to Leadership and Management
Abstract: In University Approaches to Leadership and Management you will explore the contemporary higher education context and its external environment and then relate this back to key issues and challenges facing leaders and managers in Charles Sturt University (the internal environment).
Key themes include:
- exploring contemporary issues relevant to the leadership and management of people and to managing resources
- examining service delivery policies and strategies in the context of the changing learning organization
- developing the leadership and management knowledge and skills of current and aspiring middle and senior managers within the University
- utilizing the experiences and expertise of participants to explore the theory and practice of leadership within the CSU context and also the Australian and global higher education environments.
ULM512: University Governance and Strategic Leadership and Management
This subject builds on the knowledge, skills and capacities developed in the subject ULM511 by enhancing participant understanding and appreciation of university governance and its relationship to effective university strategic leadership and strategic management.
The subject develops an understanding in Australian public universities as statutory corporations and the roles and responsibilities of university governance mechanisms and the relationship with management decisions and leadership. It includes an analysis of core strategies in addressing known and unknown "futures" through strategic leadership processes such as: human resource planning and development; risk management; course and subject diversification and concentration and dispersal; entrepreneurial capacity development; and development of leadership.
This subject also examines the leadership role, responsibilities and capacities of a university governance mechanism to steer a university towards longer term outcomes. Emergent issues for leadership and management are identified and explored.
General Information
- Participants will be provided with core reading materials, a textbook, and topics for study. Students will be expected to undertake weekly reading leading towards the assessment tasks for each subject. Some assessment task/s, for example presentation/s, might be scheduled for delivery during residential/s.
- Assessment tasks are designed to be context based and also to encourage best practice.
- A further requirement of the program will be the development of a Leadership Portfolio which will include a critique of your learning, as well as forming a valuable career development resource.

Mentor Support
Each participant in the program will be required to find and utilize a mentor of their own choosing. A mentor is classed by CSU as a more senior staff member within the University, who can will provide advice, assistance and support to the participant during and hopefully after the program. Mentors are best chosen on the basis of specific needs and goals that participants have identified.
Mentoring at CSU is a key developmental strategy which forms part of the University's objective to develop committed, high quality staff and empower them within a positive work environment. It is a core aspect of the culture of the University, whereby staff are encouraged to improve their own performance and the performance of others. Mentoring at CSU recognizes that continuing support for all staff is required as they progress through the stages of their career at CSU. Eligibility Requirements
Admission to the Graduate Certificate in University Leadership and Management is on a competitive basis, with traditionally around fifteen places available per year. If the number of qualified applicants exceeds the number of available places the university will consider creating additional places at its discretion and subject to available funding.
CSU Staff seeking admission to the Graduate Certificate in University Leadership and Management will:
- Hold a Bachelor's Degree (or be able to demonstrate equivalence gained through education, training and/or experience).
- Hold a full-time or part-time continuing appointment, or a full-time or part-time fixed term appointment of at least three (3) years' duration.
- Currently be in a leadership or management position or be able to demonstrate potential for leadership or management within their position and/or their workplace. This will normally be considered to be staff at or above HEW Level 6 or Academic Level B. However applications will be judged on merit rather than by seniority and we would equally encourage applications from staff working at levels below these.
- Require the written endorsement of their direct supervisor, and Director or Head of School.
- Submit all completed application documents as required.
This program leads to the award of a nationally recognized post-graduate qualification. Thus failure to submit all required application documents to student administration during the application process will result in your application not being forwarded to the selection committee for consideration. Please also note that credit is not available for this course.

Selection Process and Criteria
Selection Process
1. Members of the Graduate Certificate in University Leadership and Management Advisory Committee will review all applications received from student administration. (Note: Since this program leads to the award of a nationally recognized post-graduate qualification, student administration will only forward the committee applications which have included all required and completed documentation.)
2. The committee will select successful applicants based on the number of available places, and the below selection criteria, and will then forward their recommendations to student administration.
3. Student administration will notify all participants of the successful / unsuccessful outcome of their application in writing.
Selection Criteria
Participants will be selected in accordance with the following criteria:
A. Submitting all required and completed documentation.
B. Meeting eligibility requirements.
C. The overall quality of their application.
D. Achieving a balance across the program of general and academic staff, staff at different job levels, staff from a range of academic and business areas, and staff representing a range of CSU campuses.

Fees
As part of the University's commitment to the professional development of its staff tuition fees for the Graduate Certificate in University Leadership and Management will be covered by the University. There is hence, no cost to participants. Subjects are delivered in mixed-mode with most materials provided. Travel and accommodation costs associated with the residential components of the program are covered from the program budget which is provided and administered by the Division of Human Resources.
