Dr Uys has expertise in the strategic implementation and management of eLearning both in developing settings (Botswana and South Africa) and in developed environments (New Zealand and Australia). He has experience in project management of institution wide eLearning projects and has a solid grasp of both pedagogies of online learning and the ICT component.
In his current position he has University-wide responsibility for evaluating new educational technologies in terms of their impact on learning and teaching and plays a leading role in adoption and implementation of new educational technologies and methods.
He has built up his expertise through consulting and contract engagements in Australia, New Zealand and in developing countries as well as through many years in the IT industry and the analysis of case studies in Australasia, UK and Europe. These case studies he used in his doctorate research which was completed in 2000 at the Victoria University of Wellington, New Zealand. The PhD thesis is titled "Towards The Virtual Class: Key Management Issues In Tertiary Education". His thesis is that the effective and widespread use of eLearning in an institution requires a new form of management for all aspects of its operations: networked educational management. The thesis further presents a set of heuristics for managing the implementation of eLearning in conventional tertiary education.
He is keen to work in developmental and developed settings to research, teach and implement strategies of using the new information and communication technologies towards human development. He believes that the goal in modern education and training has to be to provide a better quality of life for all participants and citizens and holds that this can be achieved by increasing the access, enhancing the quality, emphasising a strong value-base and using the tools of the emerging knowledge society.
He was the Team leader for a European Union funded feasibility study as a first step towards creating a national strategy and structure for eLearning in Botswana during National Development Plan 9 (2003 to 2008). He has been contracted by the British Council to lead a team of five specialists to create programme options for the European Union and Botswana funding towards a coordinated and strategic approach for the rollout of eLearning in Botswana until 2008.
