Manoranjan Paul received the B.Sc.Eng. (hons.) degree in Computer Science and Engineering from Bangladesh University of Engineering and Technology (BUET), Dhaka, Bangladesh, in 1997 and the PhD degree from Monash University, Australia in 2005. He has 12 years research experience in image and video related fields and 10 years teaching experience in the field of Computer Science & Engineering and Information Technology as an Assistant Professor, Lecturer, and Assistant Lecturer.
Now, Dr. Paul is an Associate Director, Centre for Research in Complex Systems (CRiCS) and Senior Lecturer, School of Computing and Mathematics, Charles Sturt University.
He joined the department of Computer Science and Engineering, Ahsanullah University of Science and Technology, Bangladesh as a Lecturer in 1997 and was promoted to Assistant Professor in 2000. He has worked as a Research Fellow in the University of New South Wales, ADFA, Canberra, Australia in 2005~2006, Monash University, Australia in 2006~2009, and Nanyang Technological University, Singapore in 2009~2011. Now he is a Faculty Member at the School of Computing and Mathematics of Charles Sturt University, Australia and Associate Director of Centre for Research in complex Systems. He is a video coding expert. His major research interests are in the fields of image/video coding/compression, computer vision, and EEG signals. He has published more than 60 fully refereed international journals, book chapters, and conference articles. Dr. Paul regularly published in the top ranked journals such as IEEE Transactions on image processing, IEEE Transactions on circuits and systems for video technology, and IEEE Transactions on multimedia which are the top ranked journals in the fields of image processing, video technology, and multimedia respectively. Dr Paul is a full member of the IEEE ('03) and ACS ('05).
Dr. Paul obtained an ARC (Australian Research council) discovery grant on “Multiview Video coding,” $315,000 for 2013-2015 with Professor Manzur Murshed. Dr. Paul organized a special session on "New video coding technologies" in the IEEE ISCAS-2010. He is an invited keynote speaker on "Vision friendly video coding towards the next generation video coding standard H.265/HPVC" in the IEEE ICCIT-2010. He is an Editor of International Journal of Engineering and Industries (IJEI) and International Journal of Soft Computing, Mathematics and Control (IJSCMC). He is also a Guest Editor for four special issues of Journal of Multimedia from 2008 to 2013. He is a program committee member of 17 International conferences. He obtained more than $800,000 competitive grants including ARC DP project, Australian-China Science Research fund, and ARC Research Network grants. He has supervised 10 PhD/DIT, one Masters, and 7 undergraduate students.

Research Focus
- Low Bit Rate Video Coding: We have developed pattern-based video coding techniques which outperform the existing video coding standard H.264/AVC by compressing video up to 25% while maintaining the same video quality at low bit rates. Contributions are published in IEEE TCSVT 2005, IEEE SPL 2007, and IEEE TIP 2011.
- Optimal Video Compression Plan: All existing video coding standards developed so far deem video as a sequence of natural frames (formed in the XY plane), and treat spatial redundancy (redundancy along X and Y directions) and temporal redundancy along T (direction) differently and separately. We investigate into a new compression redundancy reduction) method for video in which the frames are allowed to be formed in a non-XY plane. We are to exploit fuller extent of video redundancy, and propose an adaptive optimal compression plane (OCP) determination process to be used as a preprocessing step prior to any standard video coding scheme. The new coding method improves the performance of the video coding, for a number of coding methods (inclusive of lossless and near-lossless Motion JPEG-LS, Motion JPEG, Motion JPG2K, H.264 intra-only profile and H.264) and videos with different visual content. Contributions are published in IEEE TIP 2011 and DICTA2011.
- Low Complexity Video Coding: We have developed a number of techniques which reduce the computational complexity up to 70% of the existing video coding standard H.264/AVC while maintaining the same rate-distortion performance. Significant contributions are published in IEEE TMM 2009, IEEE TIP 2011.
- Image Decomposition and Just Noticeable Distortion (JND): We can differentiate edge and texture regions from an image. We can also measure just noticeable distortion (JND) in an image or video where human could not recognize the change. Contributions are published in IEEE TCSVT 2010, ICME 2010.
- Occlusion handling: In this research we have separated object and background and then successfully handled occlusion problem for motion estimation and motion compensation. Contributions are published in IEEE TIP 2010 and IEEE TCSVT 2011.
