GPM510 Social Impacts of Terrorism and Counterterrorism (8)

Abstract:

This subject will examine the national and international security environment and the legislative responses to the events of 9/11 and the following terrorist attacks. The impact on the delicate balance between maintaining the safety and security of a nation and preserving the human rights of the individuals within democratic society will be explored. Public perceptions, the sociological/psychological impact of the threat of terrorism and the role of the media will be examined. Law enforcement, public and private sector responses to safety and security threats will be discussed. Consequence management, including the important role of police, society and the media will be examined as well as the likely aftermath and return to normal following a terrorist attack.

Enrolment is restricted to students in the Grad Cert, Dip and Masters Terrorism, Safety and Security Grad Dip and Masters Investigation Management Grad Dip and Masters Criminal Intelligence Grad Dip and Masters Policing Practice

Objectives:

Upon successful completion of this subject, students should:

- be able to identify and explain the nature of consequence management and the issues impacting before, during and after a terrorist attack
- be able to critique attempts to balance the maintenance of state security against the preservation of human rights
- be able to explain the legislative responses introduced as a result of the events of 9/11, and the social impacts of those responses
- be able to explain and critique the sociological/psychological impacts of both actual terrorist attacks and threats of such attacks
- be able to critique the role of the media and public perceptions of terrorism and public safety
- be able to compare and contrast the roles of the police, public and private sector in maintaining civil liberties whilst protecting life
- be able to compare and contrast the role of the police and the role of the military in peace keeping and intervention

Syllabus:

The subject will cover the following topics:

- legislative and policy issues - human rights and civil liberty - consequence management - role of exercises - role of media - responses by police and law enforcement - role of the military - intelligence agencies - satellite, CTV and other privacy issues - private and public security
