Abstract:
This subject is designed to provide an introduction to the learning and development environment and covers the significant changes that have taken place in recent years in the provision of Vocational Education and Training in a context of significant change in the workplace environment. The subject also provides an introduction to the concept of lifelong learning.

Objectives:
Upon successful completion of this subject, students should:
- be able to discuss the historical development of the HRD function and the resulting role of the HRD practitioner (Topic 1);
- be able to discuss changes in the long term employment relationship and the effect that this has on the activities and viability of the HRD function (Topic 2);
- be able to discuss how the changing nature of work impacts on lifelong learning (Topic 3);
- be able to discuss the responsibilities of the different stakeholders in the career management process (Topic 3);
- be able to discuss the historical development of VET in Australia to inform the current VET arrangements (Topic 4);
- be able to explain the current institutional arrangements for VET in Australia (Topic 5);
- be able to discuss the current methods of accreditation and delivery of VET in Australia (Topic 5).

The learning and development environment The development of the HRD function The changing role of the HRD practitioner The new workplace and precarious employment relationships Past employment practices and workplace relations Challenges facing employers and employees resulting from a decline in their long term relationship Lifelong learning and employability Changes in the psychological contract Assumptions of the new workplace relations Employees role in the career management process Lifelong learning and the relative responsibilities of employer and employees The development of the VET system in Australia Historical review of the development of VET in Australia leading to the Training Reform Agenda New VET institutional arrangements The mission statement and goals of the Australian National Training Authority Current VET delivery methods and the responsibilities of training providers The importance of the national training framework and training packages Key policy issues in VET
