Abstract

This subject provides a comprehensive overview of public sector management, beginning with its nature and role, models used to explain its operation, and its political, economic, legal and social context. It includes specific management areas of policy-making and coordination, financial management, HRM and employment relations. Key issues of performance and quality management are covered, including accountability and ethics. Other aspects covered include impact of change, particularly on the delivery of services through privatisation, outsourcing and e-government.

Learning Outcomes

Upon successful completion of this subject, students should:
  • be able to analyse the nature and role of public sector management, and evaluate models used to explain its operation;
  • be able to analyse and evaluate the impact of the political, economic, legal and social context on the public sector;
  • be able to critique the views on the impact of the organisational culture of the public sector on its operations, including the debate on the level of politicisation of the public sector;
  • be able to review and evaluate the effectiveness of key areas of public sector management including policy-making and coordination, financial management, HRM and employment relations;
  • be able to explain how performance and quality are currently managed in the public sector, including accountability and ethical behaviour, and evaluate the effectiveness of the methods used; and
  • be able to analyse and evaluate the impact of change on the public sector, particularly on the delivery of services through privatisation, outsourcing and e-government.
