ULM512 University Governance and Strategic Leadership and Management (16)

Abstract

This subject builds understanding and appreciation of university governance, and its relationship to effective university strategic leadership and management, within both the external and CSU context. Participants will develop knowledge and skills in the areas of strategic analysis, strategic choice and strategic implementation. The subject also explores the roles and responsibilities of university governance mechanisms relating to contemporary models of governance, and governance theory and practice. In this subject particular attention is given to participants’ leadership role in sharing knowledge, and leading others to govern and practice strategy towards longer-term organisational outcomes within a highly politicised tertiary environment.

Learning Outcomes

Upon successful completion of this subject, students should:
  • be able to identify and explain the key components of strategic management such as strategy analysis, strategy formulation and strategy implementation, and their interrelationships;
  • be able to analyse contemporary issues relevant to university governance and strategic leadership and management within the dynamic higher education environment;
  • be able to critique corporate governance and analyse its relationship with university governance in the context of the changing learning organisation;
  • be able to communicate strategic leadership and governance knowledge and ideas within the context of a complex and highly political internal (CSU) and external environment;
  • be able to generate and transmit original strategic solutions using collaborative and contemporary approaches to strategic management within their current leadership situation; and
  • be able to plan, initiate and evaluate their strategic leadership practice, actions and projects to align with and respond to the complex and dynamic internal (CSU) and external environment.

Syllabus

The subject will cover the following topics:
  • Module 1: The issues and challenges associated with leadership and management in the University and higher education context within the framework of university governance and strategic management.
  • Module 2: Corporate governance as it relates to university governance: a framework of university governance as a concept, theory and process within the CSU context; an overview of contemporary corporate governance theory and trends and their influence on university governance; and an analysis of the governance mechanisms and processes used to support a public Australian university to meet its statutory obligations.
  • Module 3: Strategic leadership practice in the tertiary education environment: the relationship between governance and strategic leadership within a university context; an overview of the strategic leadership and management theories, issues, trends and practices; overview of the strategic thinking, planning, implementation and evaluation approaches that align with the University’s strategic direction and values; and an analysis of the approaches to addressing the desired known and unknown futures through using strategic leadership and collaborative processes such as scenario planning, SWOT analysis, Appreciative Inquiry, Force Field Analysis, human resource capability building, risk management, project management and action planning.

Residential School

This subject contains a compulsory 2 day residential school. The residntial school aims to provide participants with the opportunity to
*experience direct engagement with university leaders and managers in the core areas of governance, and strategic leadership and management;
*present an analytical and reflective assessable assignment to an assessment panel which includes representatives of the Senior Exectutive Group.
