JST430 Introduction to Corrections in Asia and the Pacific (8)

Abstract

This subject examines the policy and practice of custodial and non-custodial corrections in the Asia/Pacific region against the background of international obligations and the history and socio-economic status of the nations in the region. A comparative focus is adopted with the central issues being covered sequentially rather than on a country by country basis.

Learning Outcomes

Upon successful completion of this subject, students should:
- be able to recognise the current major issues confronting correctional administrators in the Asia and Pacific region and be sensitive to the influence of culture and socio-economic status on the operational aspects of correctional work.
- be able to demonstrate an extensive awareness of correctional programs and practices in the region which will make them more able to contribute to the development of correction policy, at both the macro and micro level, in their nation of origin or residence
- be able to demonstrate a sound understanding of the value of accurate and reliable statistical data in the development of correctional policy
- be able to demonstrate an awareness of the practical and theoretical value of international cooperation in corrections
- be able to compare and contrast the correctional systems in at least two nations, in different sub-regions, in the Asia and Pacific region

Syllabus

The subject will cover the following topics:
- Introduction - Outline of the course, scope and structure; purposes of imprisonment, etc - Comparative Use of Imprisonment - The compilation, analysis and interpretation of imprisonment rates, both total and adult, at the international and national level - United Nations Protocols relevant to Corrections - The Standard Minimum Rules for the Treatment of Prisoners, the International Covenant on Civil and Political Rights, etc. - Remand in Custody - Purposes unique legal status, dilemmas and contradictions of unconvicted prisoners' - Prison Security - Walls, fences, cells, technology, instruments of restraint, guard dogs, intelligence gathering and use, 'dynamic security' - Classification of Prisoners and Sentence Management - Initial assessment and allocation, review and reclassification, identification of training and treatment needs, pre-release preparation - Education, Training and Work - The range of educational opportunities needed, voluntary or compulsory involvement, distance education, vocational training, work options, payment, etc - Treatment Programs - Counselling, drugs and alcohol, anger management, budgeting, sex offender programs, etc - Women Prisoners - Special needs, mothers and babies, co-ed options, etc - Indigenous Prisoners - Over representation (methodological issues re calculation), special needs and programs Prisoners - Numbers, trends, language, cultural, religious, dietary issues of management - Non custodial Corrections - Probation and parole, community service orders, halfway houses, attendance centres, etc Part custodial Corrections - Weekend and periodic detention, work release hostels, etc - Correctional Staffing Issues - Selection, pre-service and in-service training, career development, professional staff, etc
