-Institutional independence/subordination to political direction.
-Authority structures: originary and delegated responsibility.
-Institutionalising ethics: codes and organisational transparency/secrecy.
-Individual Behaviour
-Role morality vs individual morality.
-The demands and limit of loyalty.

-Privacy and confidentiality.
-Corruption.
