This subject examines a variety of tourism policy and planning issues that will influence the successful development, management and marketing of tourism organisations and destinations. The subject builds on the understanding that tourism systems are incredibly complex and to survive, must make a number of tactical decisions about the product markets in which they choose to compete, and as such, must adopt a policy driven approach to tourism. The subject examines the role tourism policy plays in assisting these decisions.

Upon successful completion of this subject, students should:
  • be able to appraise the policy and legislative context under which all tourism development occurs
  • be able to define and demonstrate the terms policy and planning and the relationship between these two concepts
  • be able to identify and discuss the various paradigms, frameworks and approaches to developing policy and plans and the implementation of both in practice as they relate to tourism
  • be able to identify and discuss the factors that influence policy and planning in the tourism environment and the roles of state and quasi state institutions in the development of such policy
  • be able to recall the history of policy and planning in the tourism environment and how the roles of various players has changed over time
  • be able to explain the nature of tourism policy and planning and the vast challenges faced by local governments
  • be able to identify and appreciate the vast nontourism specific policy that impacts significantly on tourism activity
  • be able to identify the various factors that may influence tourism policy and planning in the future.

This subject will cover the following topics:

- the complexity of tourism systems, the need for and the challenges of planning - demand generators and the role they play in the success of tourism - spatial considerations in tourism planning, access, market access, distance decay - strategic thinking in tourism - evaluating tourism resources and the types of tourism development - developing and capitalising on sustainable competitive advantages - the roles of government in shaping tourism policy - the politics of tourism - the role played by international tourism agreements in the development of tourism - the globalisation of tourism
