CUS301 Border Management Ethics and Governance (16)

This subject provides students with an overview of the governance and integrity issues raised by the regulation of cross-border trade and how that can impact adversely on all aspects of border management. The subject will focus on the Customs environments where high levels of corruption can significantly reduce the effectiveness of Customs administrations and affect trade policy and development. The subject will examine international efforts and other policies and strategies that will help improve governance and integrity in Customs and the other regulatory authorities at the border

Learning Outcomes

Upon successful completion of this subject, students should:
  • be able to demonstrate an in-depth knowledge and understanding of the concepts and principles pertaining to governance issues in the border management environment
  • be able to assess critically issues arising from the lack of good governance
  • be able to research, locate and interpret information pertaining to corruption in the public domain
  • be able to identify and communicate effectively the role of the WCO in improving border management ethics and governance and be able to analyse the key initiatives promoted by that organisation
  • be able to demonstrate an in-depth knowledge and understanding of the aims and objectives of the Revised Arusha Declaration, including the codes of conduct, and be able to apply its principles in selected border management contexts
  • be able to analyse critically existing levels of ethical behaviour and integrity in a border management environment and make recommendations for improvement in standards

Syllabus

This subject will cover the following topics:
  • Governance issues in the Border Environment: Principles of Public Sector Governance, Accountability, Regulatory framework, Transparency/openness, Merit-based promotions and recruitment, Lack of good Governance
  • Integrity in Customs and other border management agencies: Types of Corruption, Role of the WCO in improving integrity, Key Initiatives, The Revised Arusha Declaration, Model Code of Conduct
