School Based Performance Targets
Over the last few years the University has operated a School Based Performance Funding Scheme for Research based on a negotiated percentage of designated staff meeting the Senate accredited Research Productive Staff Criteria. Not all Academic staff within Schools were included in this exercise. The guidelines for determining which staff were excluded from the denominator when calculating the percentage of staff who met the criteria are contained in Appendix 1 while the criteria for determining Research Productive Staff for 2006 are included as Appendix 2.
For 2007 the University is proposing to move away from targets determined on the basis of a percentage of individual staff members meeting a negotiated target to the School as a whole collectively meeting negotiated targets. All staff linked to the School would be included, including those staff working in Research Centres for concentrated periods of time.
It is proposed to set performance targets for three elements as follows.
- Gross Research Income earned in a calendar year.
- The total number of research publications and creative works produced in a calendar year, (in the first instance) with a movement to the total number of Tier 1 high quality publications when discipline lists are determined during a exercise untaken in 2007.
The research income and publications data for 2005 will be reallocated in terms of the new Schools listed in Appendix 3 to form a baseline for developing specific targets for 2007. As a transition measure an increase research income and publications from 2005 to 2006 would be expected for each School but will not from part of PBF data collected in 2007.
The Research Productive Points for 2006 (based on 2004/05 data) will also be reallocated in line with the new School structure and form the baseline. As a transition arrangement, each School's target for 2007 (based on 2005/06 productivity) will be a 10 % increase in the total number of RPP earned by the School. This should be attainable given the increase in the staff whose productivity can now be included.
