Expectations of CSU for Research Activities
Preamble
The purpose of this document is to set out expectations regarding the research activities of academic staff and Schools at CSU in light of the University Strategy 2007-11 and the need for CSU to plan to enhance the quality of its research.
There are two sections. The first deals with performance expectations of academic staff and is intended to inform performance management agreements. The second modifies the research component of CSU’s PBF model to take account of the new research goals of the University.
Both sections will apply for 2008 and beyond. They should inform performance management agreements determined in 2007 for performance in 2008.
PBF funding for research in 2008 will be based on performance in 2007 against the current Research Activity criteria. Funding in 2009 will be based on performance in 2008 against the new Research Activity criteria set out below.
Research Performance Expectations
- All academic staff at Level B or above holding teaching and research or research only appointments are expected to accumulate high quality publications. Normally this would be journal articles but books, book chapters, research reports, and creative works can also be included.
- Academic staff holding teaching and research appointments at Level A are not expected to meet these Research Performance Expectations. They should be encouraged to meet them in preparation for promotion.
- Outstanding performance will be judged on the basis of the quality of publications. Normally this would require publication in the top 20% of journal articles in the relevant field or the equivalent for other forms of publication.
- Academic staff should notnormally rely on conference publications to meet Quality requirements.
- These expectations do not apply to teaching and professional staff.
PBF for Research
- The PBF model for research activity will, from 2008 for funding in 2009, be aligned with CSU’s research goals emphasising quality.
- The current “Research Active” criteria for the PBF will not apply after 2007.
- Performance at School level will continue to be the basis for PBF.
- The research activity for the PBF from 2008 aims to promote excellence and quality in research outputs.

50% of staff* have 1 or more authored or co-authored eligible publications** published or accepted for publication in 2007 or 2008. - 2009 (for funding in 2010)
80% of staff have 1 or more authored or co-authored eligible publications published or accepted for publication in 2007 to 2009

50% of staff have 2 or more authored or co-authored eligible publications published or accepted for publication in 2007 to 2009. - 2010 (for funding in 2011)
80% of staff have 2 or more authored or co-authored eligible publications published or accepted for publication in 2007 to 2010
AND
50% of staff have 3 or more authored or co-authored eligible publications published or accepted for publication in 2007 to 2010. - 2011 (for funding in 2012)

** eligible publications The Department of Innovation, Industry, Science and Research (DIISR) is producing disciplined-based tiered rankings for publishers, journals and conferences and these, where appropriate, will be used as a basis from which to classify eligible publications. An output in the top 50% (Tiers 1-3) would be required to be classified as an eligible publication. Publication targets are cumulative and therefore include publications from 2007 onwards. Papers which have been “accepted for publication” may be included in the year they are accepted.

- CRGT will collect and validate publication data.
- Who’s included:
- All continuing full-time teaching and research or research only staff at Level B or above and employed 0.4 or above are included. Academic Staff on contract or permanent appointment for the whole of the previous year at 0.4 or above as at 31 March are included. Casual staff are not included.
- The expectation for new academic staff is that they are involved in producing one eligible publication each year.
- Staff that are absent on approved leave (e.g. LWOP, Sick, Long Service, Maternity) for more than four months during any year are excluded. N.B. Staff who have been on SSP leave are to be included.
