Terms of Reference
The Terms of Reference (TOR) outline the key tasks and activities as well as goals and objectives that aim to be achieved through the review process. They follow:
- Align the roles and responsibilities of Faculty and School administrative staff with the University Strategy 2007-2011;
- Align the administrative responsibilities of Faculties and Divisions to maximise outcomes and reduce duplication, specifically in the areas of international activity, business development, research support and course management;
- Identify current and future administrative work that is required to achieve University, Faculty, and School objectives, including effective support of new work that is arising from course development and management;
- Establish where and what work is currently undertaken (academic or general) and where it should be undertaken to achieve the most effective use of resources;
- Consider alternative and appropriate models of administrative provision for the future, making reference to the size and cost of staff establishments to be maintained at or below 60%;
- Examine duty statements, create, classify and deploy general staff in the Faculties and Schools to roles as appropriate;
- Consider professional and career development issues for Faculty and School administrative staff and develop strategies for attraction, development and retention;
- Implement, as appropriate, Work Process Improvement (WPI) recommendations arising from Stage 1 of WPI;
- Review delegated authorities for the establishment of positions and the appointment of staff;
- Examine the classification system with reference to HEW Levels and allowances to recognise responsibilities in addition to, or other than staff supervision;
- Maintain effective communication and change management processes throughout the Review;
- Develop guidelines for monitoring and maintaining the general staff structures within the Faculties and Schools, this should be aligned with the workforce planning and performance management processes of the University.
General staff from Faculties and Schools have commented on the TOR all of which have been reviewed and considered carefully as we approach the Review process.
